Ms. Debbie Dowling is an accomplished business leader with more than 30 years of experience in the IT industry encompassing business development, sales, and delivery of systems integration, software development, and consulting services. Her demonstrated leadership, technical knowledge, and multi-agency government experience and relationships provide Deep Water Point clients with unmatched support.

Ms. Dowling established herself as a business development professional, serving in various related roles at Electronic Data Systems, SAIC, and most recently, InfoPro Incorporated.

As SAIC’s vice president, Homeland Security Solutions, Ms. Dowling achieved 44% revenue growth and significantly improved customer relations while managing and delivering on the firm’s $177 million a year division’s accounts. She led proposal activities for more than 90% of existing business re-competes resulting in wins valued at $460 million as well as new contracts valued at $250 million. Prior to serving in that role, Ms. Dowling was vice president of Business Development, spearheading strategic business development efforts, resulting in more than $150 million of new business and achieving a 100% new business contract win rate.

At InfoPro, Ms. Dowling planned and directed all aspects of business, development, capture management, and proposal development for the Department of Homeland Security and other government arenas, serving as a key contributor to and negotiator of two subcontract wins with an estimated value of $30 million.

Ms. Dowling earned her BBA in management information systems from James Madison University and her MS in computer science from the University of Southern Mississippi. She was named a finalist of Women in Technology Leadership in the category of Corporate Public Sector Large Business and an Outstanding Partner Team member of the IAC Partners Program. She was named Volunteer of the Year by the Women in Technology Nominating Committee and is a member of the EDS Sales Club.  Ms. Dowling holds memberships and is active in numerous professional organizations, including the Armed Forces Communications & Electronics Association (AFCEA), the American Council for Technology and Industry Advisory Council (ACT-IAC), and TechAmerica.
